Are contractor workers covered under the Site tier?

Not under the same license, deliberately. Training contract staff on the exact same system and records as your direct employees can blur the employment relationship in some jurisdictions, giving contract workers grounds to claim they're effectively employed by you rather than their contracting company. VIRSAT offers a separate contractor training license so contractor workforces — who carry a disproportionate share of fatal incidents — can still be trained thoroughly, without that legal exposure.

Typical per-seat model

Cost scales with headcount, so training your whole contractor pool — exactly the group with the highest fatal-incident share — becomes the most expensive thing you can do. Budget pressure quietly pushes toward training fewer people, not more.

VIRSAT's per-site model

One flat fee covers the site, however many seasonal hires and full-time staff rotate through it — no per-head cost showing up on someone's spreadsheet as a reason to train fewer people. Contractor workforces are licensed separately, by design — see below.
