Why the Middle East is different

The recurring causes are not exotic — speeding, distraction, and driving conditions specific to desert and graded roads — but they're conditions that standard, generic driving courses built around paved, urban roads simply don't prepare drivers for.

Why this is hard to fix with traditional training

Road safety is also structurally difficult to manage the way other HSE risks are managed. It's an unsupervised task, happening mostly outside company premises — there's no supervisor present to catch a bad decision the way there might be on a work site with a permit system. That makes the quality of the training itself — whether it actually builds judgment that holds up unsupervised — more important than it would be for a site-based risk.
